Russ Wilson spent four years at NC State, before transferring to Wisconsin to play his final year. He's now quarterbacked the Seattle Seahawks to the Super Bowl, but it appears Wisconsin is using the occassion to twist the screws on their bitter blood rival(?) NC State.
This billboard appeared on Capital Blvd in Raleigh, which we understand to be a main drag in the city, which is awesome, until you get to the semantics: 1) As 703Buckeye points out, they spelled "Russell" wrong. 2) As LABuckeye points out, that's a European badger, not the North American breed that Wisconsin uses as their mascot.
But while we're talking about Bucky /facepalms, we'd like to point out Bert Beliema lost three games with Russell Wilson as his signal-caller (and Montee Ball, also in the Super Bowl, as his running back). However, those two beasts were on the sideline as Braxton Miller and Devin Smith gave us the defining highlight of the lost 2011 season:
