Yes, that's Lil' Wayne, a popular rapper notorious for rooting for just about every single professional sports team known to man. Weezy was in Detroit Friday night for a show, so Harbaugh saw an opportunity to add another prominent, odd soul to his Michigan love train.

The other two gents in the photo are a pair of former Michigan quarterbacks in Denard Robinson, who now plays running back for the Jacksonville Jaguars, and Jack Kennedy, who apparently opened for Lil' Wayne in Detroit.
Lest we forget that Harbaugh posted another photo in March of him wearing a hat given to him by G-Eazy, another wordsmith on the rise in the rap game.
