We hardly ever sign JUCO prospects, so pardon my ignorance, but what's the difference between a JUCO school and a D2 or D3 school? 

 I know it stands for Junior College, but whats the difference in terms of immediate eligibility and conferences? Are they part of the NCAA? Why is there not a 1 year rule after transfers?
