It would seem the heart of the rule change is to bring over time games more quickly to a conclusion. Player safety through reduced snaps and perhaps pressure from the tv networks not to have games run over time slots provide the motivation:
Teams will be required to run a two point conversion play after a touchdown beginning in the second overtime period.
If a third overtime is needed, teams will be required to run two point conversions to decide the contest instead of scoring drives starting from the 25 yard line. The previous rule did not require this until the start of the 5th period.
I see this as more of a "tweak" rather than a radical change to the rule like we have seen in MLB extra inning games.
