The rare “non revenue sports” that actually generate revenue and fan interest are going to monopolize their sport. PSU and Iowa wrestling, UConn WBB. The Buckeyes get an occasional PA stud to wrestle. Mainly that’s stringent scholarship limits that keep PSU from offering scholarship dollars at a sufficient level to keep everyone they might want home. Can a private entity step up and sponsor/promote a non scholarship athlete as a way of circumventing scholarship caps?
