I found this interesting article about Oklahoma football. Oklahoma has hired former Philadelphia Eagles salary cap executive, Jake Rosenberg, to consult with the athletic department regarding NIL. 

Rosenberg will be tasked with handling talent analysis, acquisition and retention for its football program. His job will be to put together a championship caliber roster for the Sooners. 

Looks like this may be the way for colleges to manage its NIL money for maximum effect. This is the new world of college football and others must, if they haven't already, do the same to keep up.
