ESPN's CFP Broadcast Planning Has Been a Mess

I'm confused what's going on with ESPN and their management of CFP broadcasts in the last few days. Wondering if anyone has seen any specific explanations for these things?

First, they push the OSU start over to ESPN2 and it overlaps, admittedly briefly, with the end of the Peach Bowl.  They got lucky that the Peach Bowl didn't extend into more OT's, but why rush the start of the Rose Bowl?  Is it really because the bowl people wanted the sunset timing to be what it normally is?  With no game after the Rose, just push it back 15 minutes. Why make fans choose between the two?

Why would the Sugar Bowl be at 4 ET?  It can't possibly be due to the Gator Bowl schedule, right?  I'll miss the first half, disappointing but not the end of the world for me personally, but I've seen no explanation offered for the early start.

The assignment of teams to the semi-finals isn't ideal.  Of course I'm not thrilled to have OSU play a road game, but it is what it is and I don't think it will impact the outcome.  More so, making the UGA/ND winner play on two days less rest than Penn State is significant this time of year for a game of this magnitude.  They already have had to sit an extra day in New Orleans and get their schedule messed with.  Seems like allowing them to play in the Friday semi-final would have at least helped that somewhat.  Is there any official documentation out there for how semi final sites would be assigned?
