Canary in the Coalmine? UW's Lucas Joins Miami Despite Not Entering Portal

Long story short: UW player announced intentions to transfer on social media in December, but never actually entered portal. Claims UW prevented him from entering. He hired an attorney who is saying he is enrolled at Miami. NCAA said "NCAA rules do not prevent a student-athlete from unenrolling from an institution, enrolling at a new institution and competing immediately."

This raises two immediate questions:
1. Doesn't this make the transfer portal effectively meaningless? Especially if an athlete is able to transfer without using it anyways.
2. Why should a school be able to prevent an athlete from entering the portal? It appears in this case UW was allegedly preventing him from entering the portal.

Over the past few years it's felt like the attitude has been "the athlete is always right" and I feel that it's continuing slowly in that direction. That said, I don't think institutions should actively prevent athletes from entering the portal if that's indeed what occurred.
