I'm very confused by the statement.By the NCAA in response to Xavier Lucas, wanting to transfer away from Wisconsin. The NCAA issued a statement Friday saying that "NCAA rules do not prevent a student-athlete from unenrolling from an institution, enrolling at a new institution and competing immediately."

What does that really mean? Is the transfer portal just a courtesy tool to help athletes, but it's not really necessary? Does the transfer window still exist?
