Former Raiders head coach and current Seattle Seahawks offensive line coach, Tom Cable, is not impressed with some collegiate linemen this year:

Former OSU All-American OT, Kirk Barton, calls Cable "one of the best in the business," so Cable's words aren't without weight.
These comments will be related back to the Seattle's efforts in the 2015 Draft, but it also misses the point that collegiate football was never intended to be the de-facto minor league of the richest sports league in the world.
Would NFL owners acquiesce to coaches' desires for more control over player development by establishing a developmental league akin to the NBA's D-League?
Somehow, I doubt it, but if Cable is looking for a more practical solution, then he should just draft all of Ed Warinner's protégés.
