This happened twice yesterday in the Pitt game and another game. The offensive player gets tackled but they sit on the tackler so they never touch the ground. The defense stops and the offense scores an easy touchdown.

With Targeting and player safety, I feel like a rule needs to be added so the player is down. I feel this is a no win situation on the defense. If they some in fast, they will stop the TD but will probably be ejected. If they stop they look stupid to not tackle the guy.
