The rows show the AP poll in order. The columns show the number of times a voter put that team in that specific ranking (ie, 4 voters had OSU at #1, 13 voters had them at #2).
This lets you see where there seems to be some kind of agreement on where teams are, and lets you split out the voters who aren't ranking teams not playing yet. It also shows the total opposite: voters apparently have no idea what to do with Cincinatti, Miss St and LSU, for instance.
