In efforts to keep the discussion productive, it's worth remembering:

TCUN leaked part of the draft NOA to Thamel, while also pushing out via Balas that parts of it were "a massive overreach" and would probably be removed before finalized. 

This past weekend, they received the entire NOA plus access to review the evidence against them. Their only comments since have been Warde setting the scene with "rules they agreed to" and "admitting mistakes."

They also refused to settle. 

This isn't that difficult to understand.

And from CLXXVII:

t's worth noting that Harbaugh requested an extension to respond to the previous NOA was denied. 

Given how long UM spent at the table this summer - along with information about the scheme that they've had all along from their own inquiry - I would be a bit surprised if an extension was granted... assuming they're shameless enough to ask.
