The 30-day notification of transfer window would then begin the day after the end of the second round of the NCAA Tournament.
Whereas the transfer window has been opening before the start of the NCAA Tournament, pushing it back 15 days would allow all but the Final Four teams in the bracket and the NIT to complete their seasons before players start entering the portal and recruitment of portal prospects begins.
