True or False: Michigan Cheated Us out of Our Rivalry and Conference Goals 2021-2023?

If you read the roman numeral threads, it's obvious consensus here that Michigan deployed an elaborate, egregious cheating scheme 2021-2023 that RADICALLY turned around their program which was coming off a 62-39 dismantling at the hands of Meyer in 2018, an even more lopsided 56-27 defeat in their own house to Ryan Day in 2019, and a dismal 2-4 campaign in 2020 in which Michigan had only one win in their final 5 games (an OT win at 1-3 Rutgers) before their final 3 games were cancelled.

We know their results 2021-2023.

Ohio State's annual goals include 1) Beating TTUN and 2) Winning the Big Ten Conference.

Lately it seems thread after thread is calling out that we haven't beaten Michigan since 2019 and haven't won the Big Ten since 2020 (both are accurate). We are very frustrated about that - rightfully so. But that begs a question:

True - Michigan cheated us out of our rivalry and conference goals 2021-2023. 

OR

False - Michigan generated an advantage by cheating that allowed them to win ATS at a highly inflated rate, going 38-3 overall with losses to only 8th-ranked MSU and NC UGA in 2021 and an un-scouted TCU team in 2022, BUT Ryan Day and company still have no excuse for not adapting and beating them during those years to accomplish our goals.
