OK, this isn't Site Stuff in the sense that I'm-a-man-with-demands-and-Jason-will-hear-them. Rather, I just came across an update Google is making to mobile Chrome browser to fix some of the paging jumping during the loading process which will help you get browsing faster. Google will fix the issue through an effort called 'scroll anchoring,' which, as you might guess, gives preference to the content currently visible (I mean, I assume...I don't know but that sounds so naturally correct that it was worth a stab).

This will be big with some of the more data intensive advertisements that load later than the rest of the page. Probably will help with GIF heavy comment sections. ...won't help with the data consumption, though.
