NIL Funds to Retain Players?

I was on reddit cfb yesterday after the game and a poster said that TCUN's lines are so much better on both sides of the ball because it has far more than 85 scholarship players due to NIL and this allows depth. Is that allowed by the NCAA? I know that TCUN created this "one more year" NIL fund to help it retain Corum and some of its OL rather than go to the draft. (https://www.onemoreyearfund.com).

Does OSU have NIL funds for retaining players? Imagine if they could have used funds to convince a fringe draft prospect like Luke Wypler to stick around for another year? It would have made a huge difference. Sticking around for another year to go higher than round 6 would have been better for him financially in the long run.
