I don't know if is it legal or not. I work for a builder who draws names out of a hat when their wait list goes passed the number of lots they are opening up for the month, but won't have a bid as they are worried there could be legal ramifications. Pulte is advertising x price but basically need to come in with 100k in upgrades to win a bid to start building. Is that legal?
