College athletes could soon only be permitted to enter the transfer portal during specific times of the year.

Per a proposal endorsed by the NCAA’s Division I Council on Wednesday, college athletes would only be able to enter the transfer portal during “entry windows.” For football and other fall sports, those windows would be 45 days beginning the day following NCAA championship selections (bowl game selections for FBS football) and from May 1-15. For winter and spring sports, the entry window would be 60 days starting the day after championship selections.

The proposal would also eliminate the rule prohibiting transferring more than once, allowing athletes to transfer multiple times without sitting out a year.

Other recommendations endorsed by the Division I Council on Wednesday include rule changes that would give schools more freedom to support athletes financially on matters of health, safety and well-being, academics, insurance and participation in elite-level training, tryouts and competition. The council “also endorsed several concepts intended to address challenges in the infractions process,” including “reserving hearings before the Committee on Infractions for only the most significant behaviors.”
