If the New Transfer Rules Go Through, Does It Put Less Importance on High School Recruiting?

I have always found The College Football Nerds interesting, and this video is as well. Their take is basically that with NIL, and unlimited transfers, the schools with more money can put less importance on recruiting unproven talent at the high school level (obviously want to snag the elite talent), and use the other power 5 teams to fill out their rosters each year. In this way Alabama can poach the best players from Ole Miss, Auburn, and even Georgia. Texas can do the same, as can tOSU, etc.  In this scenario, the elite money schools  should take smaller high school classes, but fill the other roster spots with proven talent from the lesser power 5 schools. In this way tOSU can use Whisky, PSU, or tTUN as developmental teams for proven players. The elite schools will consolidate their power over the smaller schools, and not have down years. What do you guys think?
