I don't watch much NFL anymore but I just happen to have the Chiefs vs Raiders game on right now.  Majomes threw a pick in the end zone. The play was reviewed and it was determined that there was pass interference on the play.

Since when can a play be reviewed to determine if a penalty was missed and then enforced after the fact?  Is this new?
